Public Hearing on Permit Parking Program Changes

At its April 24 meeting, the Town Council will hold a public hearing on several amendments to the Town’s permit parking program. The proposed changes include:

  • Authorizing the issuance of a second permanent guest card, upon request, to households within a designated permit parking area. This proposed amendment is in response to numerous complaints from homeowners within the Town’s permit parking areas that one guest pass is insufficient to accommodate multiple visitors and guests to their residences. Currently, the code allows the issuance of one permanent guest card to each residence within a permit parking area.
  • Clarifying that the Town will automatically extend permit parking to an area adjacent to an existing permit parking area only if the required parking study shows that residents have an inability or difficulty in finding on-street parking. The current code language only requires that a study be done, but it does not state that the study must meet any standard.
  • Clarifying that the Town Manager is the person authorized to make a finding of “special need” to issue permits for persons not otherwise authorized to receive them. The current code allows these permits to be issued, but it is unclear who evaluates a request for such a permit.
  • Reflecting the current practice of issuing parking permits that are valid for two years. The current code language states that permits are valid only for one year.
