Om July 21 at 7 p.m., the Council will hold a public hearing on reinstating the Town’s Rainscapes Rebate and Technical Assistance Program. This program would supplement Montgomery Countyʼs RainScapes Rewards Rebate Program and help Town residents address stormwater problems on private property.
The County’s RainScapes program provides property owners with technical assistance and financial incentives to implement landscape projects that reduce stormwater runoff and improve water quality on private property. Projects completed in conformity with the RainScapes requirements are eligible for County rebates, up to a maximum of $7,500. However, even with the technical assistance provided by the County, many residents find the process to be complex and cost prohibitive.
To help as many Town residents as possible realize their RainScapes projects, the Town Council proposes to offer a two-part program, similar to the previous Town program that was available in 2015. The first part would provide reimbursement (up to a maximum of $1,000) for technical assistance to the homeowner in designing Rainscapes-eligible landscaping projects, while the second part would provide a rebate equal to that provided by the Countyʼs RainScapes Rewards Rebate Program as long as the matching rebate would not result in reimbursement to the homeowner in excess of the total cost of the project. Residents would first apply to and participate in the County program in order to be eligible for the Town program.
